Sims 4 Cannot Place Floor Around Pool

Pools can be built on foundations but not if there is a basement directly under the pool.

4 you can add a foundation to floor level pools. I have never had an issue with this tried googling it but i keep getting sims 3 stuff. Walls cannot be built over pools on the same level. It is just on this lot only i tried moving the pool to a completely different area of the yard and still the same problem.
